In accordance to Decision No. 233/2003/QĐ-TTg dated 13/11/2003 of the Prime Minister o­n functions, tasks, power, and organizational structure of Central Institute for Economic Management, CIEM is mandated to perform functions and tasks as follows:

 

  • To conduct research and work out projects o­n renovating economic laws and regulations, policies and management mechanisms, planning, business environment and other macroeconomic and interdisciplinary issues as assigned by the Minister of Planning and Investment;
  • To conduct, in co-ordination with other departments of the Ministry, research and to work out legal documents o­n issues pertaining to the Institute’s own research fields as assigned and directed by the Minister of Planning and Investment;
  • To make syntheses and proposals o­n the needed amendments to the existing policies or o­n new policies; to participate in research and appraisal of macro-economic policies, mechanisms drafted by other Ministries and line state agencies;
  • To organize and implement scientific research programs pertaining to the fields of research assigned to it as also to other fields in accordance with the laws and regulations;
  • To summarize the domestic economic management realities and international experiences; to propose pilot applications of new management mechanisms, policies and organizational models required by the practical demands of Vietnam’s socio-economic situation;
  • To research o­n theories and methodologies relating to economic management science and planning; to study the practical situation of Vietnam and help to develop its economic management science;
  • To carry out international cooperation in the field of economic management as assigned by the Minister of Planning and Investment;
  • To perform information, documentation and publishing tasks that serve economic management; to provide consultancy services o­n economic management; to conclude and implement research contracts; to take part in the training and retraining of economic management staff and to provide graduate and post-graduate courses in accordance with the laws and regulations;
  • To provide assistance, technical and in terms of contents, to the Central Club of Enterprise Directors and to coordinate with the clubs of enterprise directors in various provinces;
  • To manage the Institute's apparatus, its official staff and its personnel working o­n contract, the financial and budgetary resources and assets allocated to it in accordance with the laws and regulations and the principles of devolution of power by the Ministry of Planning and Investment;
  • To carry out other responsibilities as assigned by the Minister of Planning and Investment.
